Center launches additional initiatives under Ayushman Bharat

NEW DELHI : The center on Thursday launched additional initiatives under the Ayushman Bharat – Pradhan Mantri Jan Aarogya Yojana (AB PM-JAY) program such as the hospital help desk kiosk, beneficiary facilitation agency, the PMJAY command center and the Nudge unit and the revamped PM-JAY technology platform.

The initiatives will be undertaken by the National Health Authority, the executing agency of the program for the convenience of beneficiaries while taking advantage of health services under the program.

The initiatives were launched during Aarogya Manthan 3.0 marking the third anniversary of the AB PM-JAY program for its three-year implementation across the country.

“The Ayushman Bharat – Pradhan Mantri Jan Aarogya Yojana (AB PM-JAY) program has served over 2.2 million people over the past three years to people residing in the most remote areas. Leveraging digital technology in the healthcare sector, India aims to set national goals for digitizing the healthcare landscape in order to make service delivery smooth, robust, fast and efficient, ”said Minister of Health and Family Welfare, Mansukh Mandaviya, who opened and chaired the inaugural session. Aarogya Manthan 3.0.

“In this regard, the National Digital Health Mission will prove to be a decisive step,” he said.

The aim of the Hospital Help Desk Kiosk initiative is to connect beneficiaries directly with hospitals and to provide improved and transparent accessibility to information at the time of admission. It would also help to create a uniform identity of AB PM-JAY for beneficiaries and fixes where applicable. It will function as a dedicated service window with the potential to provide all types of program information to visitors.

Beneficiary facilitation agencies (AFB) will be deployed in public hospitals grouped under AB PM-JAY. These BFAs will be mandated to screen all IPD patients in public hospitals for their eligibility under AB PM-JAY. In addition, the BFAs will also provide the necessary assistance to the beneficiaries of PM-JAY to benefit from the services under the program.

The PMJAY Command Center & Nudge Unit will provide real-time monitoring of beneficiaries seeking treatment at any established hospital across India, the government said. Based on the experience of the past three years, three main applications of the AB PM-JAY IT platform to enrich the experience of beneficiaries, hospitals and claims processing agents have been unveiled. The beneficiary identification system (BIS) verifies the identity of the beneficiary. In the redesigned system, an automatic or assisted verification function of beneficiaries was introduced.

The new Transaction Management System (TMS) has optimized documentation requirements for submitting complaints and streamlined queries when handling complaints. The hospital setup module used for setting up hospitals and locating hospitals under the program has been redesigned to facilitate setup through a streamlined process and digital MoU. It will also help to make informed decisions about the choice of hospital based on the public profile of incorporated hospitals, the government said.

Mandaviya also virtually interacted with AB PM-JAY beneficiaries from Jammu and Kashmir, Chhattisgarh, Andaman and Nicobar, Uttar Pradesh, Gujarat, Karnataka, Uttarakhand, Sikkim and of Assam. The Union Minister of Health and Family Welfare has also released the third edition of the 2020-2021 NHA Annual Report along with the Lessons Learned Booklet.

During the event, the Minister of Health awarded the “Ayushman Utkrishta Puraskaar” award to the top performing states / UTs of AB PM-JAY for the effective implementation of the program. The awards were distributed to states in the category of Best Performing PMAM, Best Performing CSC Head of State, Best Performing Public Hospitals, Best Performing States, and Best Performing States in Equity between the sexes.

Dr VK Paul, Member (Health), NITI Aayog speaking at the event suggested that the remaining 50-60 Cr people should also be included in this universal health care system to reach the unhappy people. He also stressed the need to add more hospitals under this program, as 24,000 hospitals are not enough.

“Since the inception of the program, more than 2 crore treatments are worth Rs. 26,400 crore have been authorized through a network of more than 24,000 hospitals clustered across the country. Over the past three years, over 16.50 crore of beneficiaries have been verified and provided with Ayushman cards with female beneficiaries accounting for around 50% of that number, ”said Dr RS Sharma, CEO of the National Health Authority, Ayushman Bharat implementing authority.

“As of September 23, 2021, more than 2.6 lakh of hospitalizations were worth ??586 crore has been authorized by taking advantage of the pan-Indian portability functionality of the AB PM-JAY program. The innovative e-Rupy platform can be used to further leverage PMJAY, ”said Sharma.

Ayushman Bharat PM-JAY was launched on September 23, 2018 from Ranchi by Prime Minister Narendra Modi with the aim of achieving Universal Health Coverage (UHC).
