Meeza cards to replace payroll cards for 3.4 million state employees

There are about six million state employees, according to the Central Agency for Public Mobilization and Statistics (CAPMAS).

Meeza is the Egyptian national payment system, which is part of the government’s strategy focused on digital transformation and financial inclusion.

Meeza cards are issued in cooperation with the country’s banking system, including Bank Misr, National Bank of Egypt, Housing and Development Bank, African Arab International Bank, Emirates NBD, Bank of Cairo, the Company Arab Bank, United Bank and Commercial Bank. International Bank, in addition to the Egyptian Postal Authority, Maait said.

Using Meeza will reduce currency issuance by 25%, save half the time required to perform a service, and reduce procedures. This should help advance Egypt’s ranking in international business conduct and transparency indices.

The system provides all banking services including deposits, withdrawals and other transactions. It also allows employees to pay government contributions using cashless methods and the online point of sale (PoS) system.

In addition, government employees can withdraw up to 30% of their salary in advance for free during the first six months of using Meeza.

However, the service is only available for online and point-of-sale purchases. Cash withdrawals are not allowed.

The amount withdrawn will be reimbursed in monthly installments deducted from the 15th of each month.

In September 2018, the Egyptian National Payments Council issued Resolution 2/2018 which approved the adoption of a national trademark payment system to disburse government payments as well as in-kind and cash grant payments.

In 2020, a circular 133/2020 was sent to the accounting services of State bodies specifying the procedures required for the launch of the system.
